Ragnar é fundador e sócio-gerente da Creativity Lab, política cultural internacional, laboratório de ideias estratégicas e consultoria de indústrias criativas. É consultor de estratégia em governos, organizações culturais e empresas criativas. É investigador na Estonian Business School. Ragnar é ex-subsecretário para as Artes da Estónia e presidente do Grupo de Peritos da UE sobre os sectores cultural e criativo. Ragnar is a founder and managing partner of Creativity Lab, international cultural policy and creative industries think tank and consultancy. He is a strategy adviser for governments, cultural organisations and creative enterprises, and also a researcher at Estonian Business School. Ragnar is a former Estonian Undersecretary of Arts and Chairman of the EU Expert Group on Cultural and Creative Sectors. In 2016-2018, Ragnar was the Key Expert on Cultural and Creative Sectors at the EU-Eastern Partnership Culture and Creativity Programme. Ragnar is a director of the board at Cultural Policy Designers Network.
